Abstract: The Shurta is an important office or institution in the history of Islamic civilization. Its institutional journey began during the reign of the third Caliph of the Rashidun Caliphate, Hazrat Uthman (RA) (644-656). Then it was organized during the Umayyad and Abbasid periods. This office began its journey with renewed vigor during the reign of Caliph Abu Ja'far al-Mansur. Sahib-al-Shurta was the head of this institution. Under his leadership, the members of this institution were assigned responsibilities and duties in each city of the capital and the provinces. They made an unprecedented contribution to preventing crime and maintaining social order in the state. They acquired judicial powers to punish proven criminals such as thieves and robbers. Although some Sahib-al-Shurta was involved in irregularities and corruption in collusion with some officials of the administration during the Buyid regime, they still succeeded in maintaining overall law and order and good governance. In 1055 AD, this institution was transformed into the Seljuk Shehneh institution. This article is an evaluation of the system of Shurta.
